Assuming you already know how to add/remove total players from a map (starting location points, and map>player properties).
Under Map>Game Variants.
You'll see a checkbox at the bottom left "Use Default Variants". Uncheck this box. Then click "add". You can then edit the stuff in your questions. Feel free to ask more specifics.
I think there's an effect type called destroy persistent, though I've never used it myself. Alternatively you could make the fire into a unit instead of a persistent, then you'd just kill the unit. The unit would need a behavior with the periodic effect being your search/damage effects that your persistent is currently using.
You're welcome. How much I further develope the idea depends on interest and feedback. For example I could incorporate bank file writing into it which would allow for things like upgrade menus being in the launcher. Or if I wanted to get really crazy, an over world map like in Star Wars: Empire at War.

Unfortunately Curse does not like .exe files uploaded, so I provided a Google download link on the project instead. Unfortunately you'll have to do something similar as well if you choose to use the launcher in your campaign. Luckily Google downloads are easy to set up and provide quite a bit of free space.
I don't know anything about dawn of war. But the Nova campaign siege tanks have a jump ability. Add the Nova Covert Ops Art Mod to your map, and take a look at how they do it.

I'm on my phone, so I can't check... My guess is it's a validator in either the weapon or an effect. Try looking for one and removing it.

If you're playing in the arcade, you can't save in the arcade. If playing offline, I'm not sure why it isn't working for you.

I think cargo units are treated as hidden units. Try allowing hidden units in your iterations. They tend to be excluded.

I don't think it is possible. I've heard there's a limit on how many abilities a unit can even have. I think it was 32.
