Jeez, dude, be patient. Not entirely sure I've got an idea of what you want, but I think this might be what you're looking for:
var i = integer
Set variable i random integer between 1 and 100.
If Then Else If
If i < 5
Then Action
If <= 5 < 50
Then Action
etc.
If Then Else If is a bit confusing, in that it just shows a condition icon, but if you create an action or condition with the If Then Else If bit selected, it'll set things up for you.
Can you show us your map initialization triggers, please (or better yet just post your map)? This sounds like a race condition to me, but it's hard to guess where the race could be.
If you find yourself needing to do something like this, but have something more variable than time (if, for example, you're basing on score), you can use a pile of Wait Until Conditions, as well.
I might update this later, once SBroodSC2 has time to help me with depth of field, but here's my entry. Honestly, I feel like it's cheating to use so many War3 assets, but I wasn't feeling otherwise inspired.

"Zhakul Library Large." I was able to select it using the terrain object tools. Not sure why you couldn't, but that's the editor for you.

Event
Any player enters a chat message partially matching "-buy"
Actions
Set variable "price" = convert string to integer(word 2 of entered chat string)
Set variable "unit" = selected unit
Then go from there. Send a message, create a dialog, etc.

This isn't a direct answer, but I've had a lot of success making bridges by hiding terrain cells and the building a bridge atop this hidden cells.
