So if I had a bank that is saving a players kills is there a way to make a requirement that demands a certain number of kills?
create a dummy upgrade. load your bank, set a kill variable to the amount of kills. if kills > X then set upgrade level to 1

requirements are able to count upgrades, count units and count behaviours. go to data - requirements - USE: count Dummy upgrade, add it to the ability.
