I remember I read somewhere Stukov was part of an experiment, to acquire information from Terran leaders and possibly test the efficiency of Infested Terran leaders. It had nothing to do with him having psionic abilities.
Yes most non-psionic Terrans are unable to keep their sanity and self-control, but that was exactly what the experiment tried to change, and we can see it succeeded. In the end Stukov is the most powerful infested Terran if we don't consider Kerrigan, and all that WITHOUT psionic powers, I guess that's why Abathur says someone is better at combining those strains than he is.
I wonder what the Swarm learned from Stukov's mind, and what they planned to do with it. One thing we can be sure is that they learned Earth's location. Will Blizzard ever use that for a plot?

@Kanitala: Go The glow is added through actor events, so its possible to change that one with Raynor's which is team colored, or simply remove it.
