The dances are most likely just additional .m3a animation files for the models. You can add them to the model objects, but usually this should not be necessary, because most of them are already added. You can use the animations like any other animation the model has.
The new "skins" are most likely just alternative models you can use in the editor like any other model (similar to the CE thor, which was freely available in the editor as well).

Alright, I looked up how the dances are granted ingame. Just select the unit in data and set the Taunt Duration to (5,5)
