Yea it does look a little cluttered but it doesn't look THAT bad, why are the tips halfway down the screen?
I am not sure if all this information is needed available to the player at all parts of the game, are there waves where majority of this could pop up and the user can interact with the tabs then?
It's one of those things you need to know the game play before you can start giving advice on how to better display it
Why not make it so the user can interact with different tabs.
So at the top you have achievement, tech tree, upgrade and tutorial and tip tabs and when they click on the tabs the, the dialog that is linked to that is opened.
Either that or you make those dialogs open separately and not in a user interactive manner
