Sounds like you need to check your options menu. There's an option for being able to select enemy/neutral stuff. To make it so people have to have this enabled/disabled there's an action called override player option.
Tried uploading my big map on NA again, still doesn't work. Not a huge deal since it's a minor update, still would be nice though. I guess EU gets all the updates! haha.
What's also kinda annoying is the extra steps to switch regions while in game, for checking arcade reviews n such. Now you gotta log out, change region and log back in. Before you could just open your menu and switch real fast.
I've had something like that happen before. When you're in the second area of the publishing menu, there's a spot where you can change the name of your map. Next to it is a button that says use for all locales. Try clicking that button then publishing.
pitfall: Send transmission and send transmission (advanced) are no longer available in trigger listing of functions. It will still work in old maps that have it though.
Solution: copy/paste the function from old maps.
I don't understand why they would hide/get rid of those. The simple and campaign versions are for those specially made ones with sounds n such. Or is there a way to use them? If so I imagine you have to go into data which makes it needlessly more complex to make transmissions.
It looks like they took out two of the send transmission actions. You can still use them it copied from previously used stuff. There's no longer the regular one or the (advanced) one. Now it's just (simple) and (campaign). Make me wonder why. I'll have to take a closer look at the ones left to see if they fixed the system to not need the others or what.
You can open up the prologue missions in the editor but they seem to have their own dependency* that just has the stuff for them. I tried to see if there was any neat new units, and didn't seem to be. I also don't see a way to add that dependency to your own maps (at a glance)

My vespene overlord map seems pretty ok. I switched the genre to Single player now that it's a thing and reuploaded (though I could only upload to NA). Only thing I noticed was the hidden text tags during cinematic mode.
Seeing as how people are clearly looking in editor, it'd be nice if one person could give me a yes or no if they are getting this same error... no prefixes/suffixes.

Is anyone else getting no prefixes/suffixes for blizzard data? Custom map stuff still has them.
