In starcraft 1, units below cliffs could not see nor attack any units above their cliff level, however they could attack units above their cliff level only when the unit with the higher altitude was attacking the lower altitude unit.
In starcraft II you can easily restore this mechanic by selecting the Hydralisk unit in the unit section of the data editor, then find Hydralisk Needle Spines under weapons on the lower left side of your window. right click Hydralisk Needle Spines and select View Linked Object, it should take you to the weapons tab of the data editor.
Once there on the lower left side of your window again should be a Hydralisk Needle Spines (Damage). select it and on the right side of the window, find the "Effect - Visibility" field. change the field from "snapshot" to "visible"
and that's it! hydralisks will reveal themselves when attacking lower level units and will be vulnerable to a ranged attacker that is on a lower level.
