I found a simple solution for this. The batch file and a custom installer. The batch file would be installed and a shortcut installed on the user's desktop.
The purpose is to create a way for custom campaigns to be deployed into the maps folder and the map loaded in sc2 without having to browse and drag and drop.
What program can I use to program an app that can create an exe which will do the drag-and-drop-on-SC2's-icon for them?
This program will ask for a map, and an exe is generated for that map. Players will run the exe and it will do the drag-and-drop automatically.
Any help?

I've been able to run this via Batch file:
"C:\Games\StarCraft II\StarCraft II.exe " "test.sc2map"
pause
In maps directory:
"..\StarCraft II.exe " "test.sc2map"
Successfully opens test.sc2map.
Anyone know the code for visual basic on this?

whats your problem, start the sc2 exe with the map as first parameter. this works in every language
