I'm not sure what the difference is but in 2010 when I started modding textures one of the resident modelers told me to use DXT5 and I've been doing it since.
Yeah that is an extremely old model. To be honest with you it probably won't even import correctly into max anymore. I think there are a couple of other Sarah models out there though that use more current tools.
I don't understand if that portrait have the armor or if is a part of the Dragoon internal part. But if it is the armor I suggest to you to remove it :) Don't make sense to use an armor inside a Dragoon XD
I don't know... sound quite useless, even because in SC2 we see the Immortals, Annihilators, Vanguards and Dragoons don't have the armor, and make a lot of more sense.
He clearly has some type of armor because in the original SC1 portrait he still has the side rings from his armor. I figured they either just threw them right into dragoons or maybe kept the armor on for ceremony.
Just looked at the LoTV dragoon and he has "armor" too.
I might add a better "water" effect if I can though.
I thought it was very natural for armor to be adapted into the stasis tank. I think the idea comes from cult classics back in the 90's or before that. I don't know, but I'm for the idea that protoss armor are kind of life support systems in themselves, and can be attached to a dragoon shell no problem.
It makes more sense to me, and waaaay cooler and sci-fi than stripping them before attaching those tubes, etc.

It's not the only Protoss building that was in the alpha but not in the final game. They also had vastly different models for the Fleet Beacon (which looked a little better) and the Robotics Support Bay (much uglier, if you ask me, than the one we have now):
If you're looking for projects to do next, after all the Protoss stuff, for Mass Recall 6.0 Silver, the BW Queen unit has no portrait in LotV, nor has any new patch since ever given it a portrait. It still uses the HotS Locust portrait...It is in dire need of a new one.
As for other stuff...Well, we're still missing a proper Soul Hunter model (with portrait) (GhostNova's is still missing a portrait and the texture is just the Stalker texture) and a proper Arclite Siege Tank model (I would go with this one first, given that it's also a unit that is in SCBW):
And then there's Twilight Archons, which look different from the final SC2 Archons:
I know of it, but it hasn't been released publicly yet, and it's still a kitbash with no portrait, death models, etc. It's still a fantastic kitbash, nonetheless. :P

I just have a lot of free time. And that's the thing. I feel I'm not doing things efficiently. It's taking too much time just to make one model, and feels quite exhausting sometimes.

Really? I thinked the Dragoon was naked, I will examinate him better, but for sure I will use both of your new Fenix portraits :)
Maybe some dragoons do have naked warriors inside them; maybe Fenix has had cybernetic augmentations with this torso. We may never know.
What matters is how the image speaks of the character. Tells us who he is, etc.

Looks ok, but a little small. Doesn't look quite like the other SC2 buildings or the Citadel of Adun.
I like how the Shuttle seems heavily inspired from this:
Rather than looking like the SC1 version.
As for the Carrier, while Blizzard made a "SC2" variant of the BW Carrier, I still prefer yours. Yours fits better than theirs:
