I've played this quite a lot, with average and with decent players and it's still fun. I've had no problems with balance.
Someone (I think it was Fragglerock, but I don't have proof other than he did that and went spectres) was using something to trigger and auto-win (again, not sure if it autowins, but I and another person voted against both times, to no avail) the fog of war vote. No other cheats seemed to be used.
I hope this explanation helps you understand our point of view and how we've been working improve the gameplay in the recent revisions.
Build Times
From observing games, we've seen a legitimate problem created by allowing players to build massive armies instantly.
Some players choose to place no units and hold on to all of their minerals to lure in enemy players and utilize their cannons to gain a strategic and aggressive income advantage. This is especially a problem early game as every players has 0 upgrades and cannons are equally strong throughout the game.
This is not in line with how we feel the game should be played as it's really not fair to new players since there's not even an indication a player is withholding placing units on the map.
In the near future we're looking to create a ranked mode and having 0 second build times we foresee being a problem with that.
Other
We've already made two concessions in your favor as we heard about you being upset through the RISK Clans.
1) Tank Health was changed from 1000 to 750 (although I assure you Tank Health in Brood War - RISK Action Edition had tanks with 750 Health and not 1000). But in any case several patches ago we put Tank Health back at 1000 in case you didn't read it in the patch notes.
2) We also nurfed build times significantly in Action Edition since they were intorduced, but if you can't handle not being able to amass an army quickly - you should adjust your strategy to include hotkeying multiple territories and setting a common rally point to send new units.
It's good that you posted here so that we can read your opinion on "how things should be" - this is what we want everyone to do. But instead of only being mad you need to offer us a practical alternative to Build Times if you dislike it that much. If we like your idea we're really willing to listen to members of the RISK community - just make sure your idea is complete and not vague.
I realize that change can sometimes be frustrating, but if you want me to listen to your opinion - you need to either let my informant ElWarOfRa know, send me a message on StarCraft, or post it here directly.
I need more people to give their opinion if I'm going to make a change I disagree with, actually I updated the Loading Screen hoping people would come and share their opinions, but if it says quiet I have to assume that everyone is fairly content with things the way they are.
We're doing adjustments before we dub the Edition "Platinum" and leave it alone, so the time is coming soon when things will stay the same.
I'd like to share with you my experience my first time playing this game:
I didn't know what I was doing, but slowly figured it out. I put up a good fight but was eventually killed off. Whats this? A rebel! Cool! Time to start the rebellion and reclaim the world! A few minutes later, nobody has seemed to really notice me yet, and my force is getting bigger and bigger. I'm expanding, almost claiming a whole continent. My army is pretty big now, I have two dozen marines and zerglings at least. I'm starting to get excited, the anticipation is building up. I'm back in the game baby! Here's the enemy, and their army value is nothing compared to mine! Whats that, they have a goliath? I think I could take it down. OH BOY, my ENTIRE army dies to a single seeker missile. GG.
OP
- the code "Sun-Tzu-Edition" is being abused by AOR-Zerg. Can anything be done about that?

ARE YOU KIDDING WITH BUILD TIMES ON ACTION?
The map has been destroyed. Each of the past 5 patches have sucked. I used to play a new game every 25 minutes at MOST - Check my match history.
Now its impossible to find a game and nobody likes these changes. Put action back to the way it was
Signed - the people
EDIT: REMOVE BUILD TIMES ENTIRELY

Haha - i'm over it. Nobody plays anymore. Check traffic from 3 months ago and now.
Everyone knows Ra/Sun/Zerg is the biggest troll on there
If you want to fix it, reduce build times, think youre too late though
GL
Edit: heres my suggestion: if you dont like when people lure, make build times for first 3 rounds if thats programmable
Edit again: I had no comments on tanks. That wasnt me. My only tank comment is reduce splash

@electricprism: Go
Banelings are stupid
No one posts in these forums period, whether you make changes or not , so your logic is idiotic
Hey I had some ideas and was wishing to edit them for balance. I would not do too much but If I can edit the map then I will be able to show it off.
Is this still updated? I love this map and had some questions.

I wanted to stop in and let everyone know that the map has been open sourced and is no available for modding and forking at:
https://github.com/ElectricPrism/Risk_Action_Edition_II
Bugs, and development coordination can go on over there.
