Imagine a barrier across the circumference of the earth. When you touch this barrier you are instantly teleported to the other side. There is but one significant difference between the sides and that is time, on the opposite side time flows backwards. Keep in mind though that you always move forwards in your own sense of time and the side you are on will be 'normal' and the opposite will always be backwards, meaning that no one actually walks or talks backwards this only happens when observing the other side. If two civilizations developed on the opposite sides one civilizations history would be the other ones future.
Some interesting questions come to mind when imagining this and i have given them some thought myself: (Write them down before looking at other people if you don't want to spoil it :) )
If you are walking towards it and are planning to cross it is there anything you should see?
Can you have a conversation with someone on the other side without crossing it?
Could the two civilizations wage war upon eachother? What happens when you shoot someone on the other side?
(Considering free will, paradoxes and parallel universes doesn't exist)

Doesn't this just mean you start off in the stone age and end up with a galactic civilization while the people from across the wall are wearing space suits and degenerate into apes? I can't visualize the thing, which means I can't speculate over it.

Well, ignoring millions of things that simply wouldnt work, I can get to a few conclusions. By the start and the end of such civilizations it would be impossible to go through the wall and live in that society, they would be too different. Maybe only during a small portions of history a person would be able to switch sides and still live there.
For your second question I feel it is more based on your own details about this hypothetical situation. Are people literally going backwards on the opposite of the wall? If they are the sounds they produce is backwards when they talk? Does it get reversed when it crosses the wall?
Why would you shoot somebody through the wall? If a person can cross it by simply walking, then a bullet can cross it too. I guess the person would die, but the complications based on the fact everything there is backwards are impossible to understand.
Anything crossing the barrier would be reversed and sent directly back to the other side - hence no communication or sight is possible because the same would apply to stuff like light and soundwaves?
If all else fails; the answer is rocks. Lots of rocks.
EDIT: Now that I think about it, wouldn't it just stand still on the very edge of the barrier? If i threw a rock through the barrier, by my logic, it would return, but then it would be reversed again, but then again nothing from the other side of the barrier can affect me, but... but... butt?

You can't really communicate in traditional ways. If you speak to them in reverse they'll understand but it won't have an impact you can see because time goes backwards.
So first what you do is you cross onto the other side, to a remote place with noone around. Then you go back to your side and wait for 10 years. You write down all the technical advances made in that period of time and memorize them backwards. Go to the other side and tell the people this information and tell them to go to the remote place you were 10 years ago (10 years in the future for them) and give you said information (in reverse, that is).
They do this and your past self gets all the information. You repeat this process over and over again until every bit of information you can possibly know is known.
So far so good. How does this play out if you need a stable time loop? Pretty simple. Your young self gets ALL information and gives them ALL information so they can give it to your younger self. That's a stable time loop.
So in your scenario simply the fact you think of this plan would allow you to have all information.

Now we can figure out that if a observer were standing on the side it started on they would have seen the body on both their side and the opposite in each point of time 1:1 TU to 5:5 TU and all inbetween. The never body reaches the 6 TU point in time and therefore the body seems to simply vanish at the point of teleportation for the side that is sending it and i assume the opposite will happen for the opposite side, it simply appears out of thin air with it's copy going the other way. (Body as in the scientific term and if don't get 'TU' just think of it as seconds, it was meant as a generic time unit.)
