Developing for android is extremely time consuming compared to iOS. You have to optimize for all the android devices or it won't work properly on all of them. iOS is generally the same hardware so optimizing isn't that hard.
I kinda agree about Apple being way too legal and a pain in the butt... but I'm still on the side of iOS because of their design principles, access to powerful mac-originated APIs, and easier development time as Keyesx said. Also the fact that having an iPhone over an Android is going to bias me.
But anyway I won't take this thread off topic, best of luck finding someone! From my experience as an iOS developer (with clients wanting Android 'versions'), generally the price has been 1.5x as much or more for the same quality of work.
