Okay, there are some areas where people are allowed to talk in the library (study rooms, the "No-Shh!" zone, etc.) at my University, but the Periodicals in the library is NOT one of them.
I'm REALLY annoyed right now. There's a freakin' group of guys behind me chatting it up. They SHOULD be working in a Study Room, not chatting to each other in loud voices. I have to play music to drown out their voices, ugh. It's annoying because of their noise makes it hard for me to concentrate without something blocking them out.
I would change seats, but so far, I don't see an option from where I'm sitting. It's packed in the library during Finals (for good reason, too), and so I can't really choose. :(

People need to learn to follow rules. -_-
Have you seen the japanese game where they have to make some challenges in a library without laughing too loud? It's really fun :p
Nope. I hope they never play it at my University. :P
