Since the last patch, the "Apply Camera Object" trigger has basically broke. It acts inconsistent from use to use, bounces around and just doesn't behave as its told.
It would be really nice to have other people comment on this thread so it gets attention from Bliz because as of now, cinematics just can't be made in the editor.
I have the same issue. I posted a thread a while ago, and also made a ticket to address the problem directly. They told me that they would forward the message to the experts and look into its fix as soon as possible.

Even if you could, probably not the best idea since most people playing your map will have the latest patch, so it would still be messed up on the user's end.

Nope, it's either using the latest patch or not being able to play online. Unlike Warcraft III and Starcraft I, there don't exist manual patches either.
If you don't open the Battle.net/Blizzard App and don't update the game, you can still use the editor with an older version. But that is depending on luck (people haven't played in a while), so even if you got lucky, you can't expect other players to not updating.
You have no choice but to wait for Blizzard to fix it unfortunately.

Based on my tests, cameras with very long movement times and especially those triggers with overlapping camera movements cause problems. It's not every camera every time.

Tbh, i did't notice any wonky camera works during cinematics.
Does this mean the maps edited with latest patch are the only one affected?

From MaskedImposter video and TChosenOne report seems cameras are not the only thing that is broken.
I could be wrong though. Need more people to confirm this.

It is fixed now, and it only took Blizzard a month+ to fix it !
