There is no reason not to include the editor. Custom maps are multiplayer as well. The reason the editor came out late for WoL was probably because it wasn't done earlier (Or the custom maps system wasn't done or something. Point is, the game is no longer in an unfinished stage, there's no reason for there NOT to be an editor)
Even if a editor is NOT released with HotS, its not like you couldn't take the dependencies for it and use them in the WoL editor >_>

Everything expansion related REQUIRES an expansion game license. If you are going to use expansion materials exporting and re-importing them on a normal WOL blizzard can ban your map!
I think what he meant to say is to use the WoL editor and just add the HotS dependencies to create HotS custom maps - Not upload them to the live servers. By messing with the registry you could probably redirect the editor to the beta publishing server.
Also, I see absolutely no reason why they shouldn't include the editor in HotS, especially when you think about the method above (Which probably wouldnt work due to version inconsistency). All they need to do is patch the arcade beta server to HotS - It would probably be more work for them to actually remove the editor than to just keep it in, seeing as HotS isn't a standalone game and will include the WoL installation and therefore its editor by default

I bet this is correct. I think the only reason that 1.5 came out this far in advance of HOTS is because they believe that they'll be getting a ton of returning players with the expansion. A good way to impress the returning players is to have a well established arcade system in place that shows off the maps that are doing well.
If the arcade came out with HOTS, it wouldn't have "settled" yet by the time the serious players finish the campaign and go looking for custom maps, thinking "what cool games have people made since release?".
I think it's a good guess that 1.5 was about the editor, and HOTS won't really add anything significant to the editor other than models.
Protip: don't play HotS beta on a german keyboard with a right-handed mouse who'se mouse buttons are switched from what you are used to. The only thing that still worked for me in terms of hotkeys as Zerg was 'S-D'. I droned myself to 100 supply and lost when my pall showed up at the 15 minute mark with a huge army while I had 4 Swarm Hosts.

As always, make sure you're signed up by modifying your battle net account's 'beta profile settings'. If all goes well, we should get some keys :P
They might be working on an editor, that does NOT include anything that is exclusive to the campaign, but I doubt it.

maybe someone can get the hots units with the MPQ editor if i get hots i will try it
