You say that like there is no middle ground or several ways to make a game more fun and accessible to an audience that isnt just focused on pure skill based gameplay.
Besides, SC2s population is pretty stable even now, so I cant see it "dying" anytime soon even if it will get no support from today on out. Things arent as bleak, really.
The time is right for it, being about 2 yrs since HOTS. The only issue I see is how Heroes might be biting into LOTV's development time, if it's a factor at all.
The schedules are very ambiguous though. Reaper of Souls gets a full panel while SC2 only addresses its multiplayer. Looks like the lore panels are gone too.
Art and Lore panels will be revealed closer to the event. Some of the current panels have placeholder names ("Exhibition"), as to not reveal what kind of game reveal we'll see at BlizzCon before the event. Like someone said in the comments section of the article, Blizzard really isn't fooling anybody with those massive empty blocks of time.
The reddit thread pointed out a couple factors that actually decrease the chance of a LotV reveal...
- The SC2 Events are not on the main stage
- "Whats next?" is pretty short.
- Last years Blizzcon also had a SC2: Exhibition, even though it was slightly shorter and there was just one instead of two
- However, its also possible that this years exhibitions will have to do with WCS round of 16 matches
What a shame. :/ I really hope we get a least a little information about what's coming in LotV. I mean, it's been so long now since HotS was released that they must at least have some things in progress. Perhaps even enough to make a presentation about it.

StarCraft II: Annihilation Campaign - A 24 mission single-player campaign featuring unique heroes, custom tracks, boss battles, a varied set of mission scenarios and three intersecting storylines.
Mapmaking wise I care more about Storm release news, then LotV news (actually these news are equal, it will mean team 1 will start doing sc2 again). Because first, it may open some new features in the editor, and second, maybe blizz ppl again start caring about our wishes and maybe even add what we ask to the editor. Cause since HotS been released and tense work on Storm started 1.5 years ago, blizz guys disappeared from irc completely, and even Art Tools feedback thread stopped being answered.
Even if Storm won't be mapmaking oriented at all, there's a hope that when they done with it, sc2 start to evolve again.
I expect to see two videos like these and nothing else... Maybe also a little recap of what is going on with the plot I don't think that the StarCraft team would have all that time with Heroes of the Storm on full development (I think they will announce Sylvanas, Kael'Thas, Mengsk and Leah)
The first thing I care is they put all the heroes editor improvements into the sc2 editor immediately. Can't even continue on any of my mods without them.
they will announce that HotStorm and SC2 will share their arcade, the editor gets major improvements, all assets they ever created are transformed to m3 format and available through mod files, Bnet will be fixed, arcade gets another major patch fixing all the crap that is still left, launcher won't create 500 TCP/IP connections anymore..... dream on ppl

Isn't Exhibition=Ubers play games and you just watch them ? Just like every year's Exhibitions

What improvements are you talking about?
Well, if you dig into the heroes client, you will find many new data editor fields and native functions.
Like you can use validator in Damage Response, and you can modify damage on the 'Attacker' side.
New damage types
More behavior category
Search feature in Text Editor
Validator in tooltip
Command Card Dialog Item, and you can control their sub-menu via trigger action
Enter/Exit Ability Targeting Mode via trigger action
Event Response Function support for Generic Events.
Get 'Original Damage' function.
Attack Ground ability
Togglable Item (Behavior On/Off)
Ability Turret support
Rectangle Search Effect
Arc Sight
