Single player maps that aren't uploaded are only playable by right clicking the files and choosing to open them with Starcraft 2. That, or open them in the editor and load up a test document (F9 I think).

Have you tried that? Also, if you can't start sc2 in offline mode, for whatever reason, you can't play custom maps this way either. I am fairly certain there are many questionably legal ways to play sc2 offline without an actual account, but I don't know any of them and you'll probably have to search somewhere else for them.
Uh, how do you think we play custom campaigns then (such as SC1 remakes)? Download map ->Drag and drop it into sc2 icon.
Also, fun fact, SC2 has a guest mode where you can go to "play vs AI" section which contains all the maps you downloaded from b-net(it loads forever though). You can even play private maps that way.

Yes. You can play singleplayer maps not uploaded to B.net offline through the editor.

You can play sc2 maps in two ways:
1) Open the map in the sc2 editor and then press "test map" this is used for debugging (normally) and can not be played with other people.
2) Log in to your battle net account in sc2, click custom games, and then select the one you want to play.
