I'd assume "technical achievement" means successfully doing something unusual with the editor. An Angry Birds mod would be (again, assumptions) a technical achievement. A TD would not.

I think a TD COULD be, if you did something like a TD with multiple levels of pathing. or with a lot of re-models, or other "stuff" :P
I think they mean, they dont wan't a melee map... pretty much. it needs to be something that is it's own game.
Arrg, why did you have to mention 4D TD? An idea just pop into my head on how this can be done, but instead of TD it would be more fun to do as tug of war. Maybe i'll whip up a quick simple 4D tug of war!
I'm starting to realise this is a dumb question. It's probably best if any map can be entered because the contest is likely trying to find maps that really push for excellence in some area(s). I know, we're competing with SCU but at least we have 2nd and 3rd prize :) .

It depends on how good you think SCU is really. And everyones taste is different, blizzard is going to pick 5 maps, And than out of those 5 the community will pick the winners. SO I suggest you make it as flashy as possible :P

Wrong. Blizzard grabs the best valid entries and makes a poll with these semi-finalists. Then players can vote and the five best maps become the finalists. After that, Blizzard will crown the top three maps based on their own rating.
Also, you guys are forgetting that SCU probably wont be in any condition to participate in such a contest in 4 months.
I personally would love it if they could enter. I love all of the members of the SCU development team but no offense, I think the community of map developers can come up with something more innovative and fun than WoW + Starcraft.

Sorry for leaving everyone hanging for so long. Here are some responses:
Maximum of 6 players
I’ve updated the wording in the original post to properly represent our intentions. You can allow more than 6 players in your game, but we should still be able to get your game’s full experience with just 6 human players.
Limited Entries?
There is nothing in the rules that says you can’t submit more than one game but a person can only win once.
Judging Factors
The most important factor is fun. Is the game fun? Do we love playing it? The other criteria will help us when we are deciding between the finalists. If we’re looking at two games that are both equally fun, the one with the higher technical achievement would receive more points. That also goes for games that are already published versus new projects. There is no requirement for the game to be completely new but that is why we have ‘freshness’ as one the characteristics we will consider when judging the quality of a game
Publishing/Modifying Map Questions
You absolutely can publish your map before the due date and you better! As we mention in the post, we want you guys pushing your map, making players aware of it and getting their feedback. In the coming months, I plan to do Arcade nights that focus on playing any game that has a thread on the Arcade Showcase forum. So it’s very much to your benefit to get the map out there as soon as it’s playable. Once the deadline comes, you can then submit the map to use for consideration. At that point, any future updates are invalid for the contest. We will only judge your game based on the version you submit by the contest deadline. If you want to keep working on the game after submission, then we’d suggestion having two versions, a contest version and a live version. This way we can easily point players to contest valid version when it comes to the judging phase. After the contest has completely concluded, you can keep updating as you normally would.

Singleplayer maps are fine, too, as they are mentioned in the blog post. Blizzard just doesn't want maps that require more than 6 players to be able to be enjoyed.

Must admit, however boring the genre, a 3D tower-defense would be amusing, and a tower-defense (or ) would be mind-bending.
