It's late in the day for content, but I wanted to get this out before I left for the day: we've launched a contest focused on making Arcade games. Check out the link for more information.
1) Is there a limit on entries per person? Could I, say, submit 2 maps that I felt each had a solid chance of winning?
2) Could you state which of the following is the most important factor in this contest;
a) The map really showcases what the editor can do.
b) The map will remain highly played on the arcade for a long time.
3) There's a requirement that a forum thread is to be made on the arcade showcase. Where should people aim if they are unable to post on the US forum? (EU forum has no arcade showcase, for instance).
Dammit, I dont have enough slots to upload my maps as limited to 6 players.
(the only reason that I see to limit it to max 6 players that mouse detection lags with more than 6 players, almost all 6+ player maps can be played with 6 players)

From all entries Blizzard will put up a selection on their site for vote. Every Battle.net Account can then vote once for a map, after that process Blizzard will select 3 of the top 5 entries as they see fit and give them the top spots.
I could imagine that if you submit multiple entries that would be worth getting into the vote they will only select one of them in the preselection process, since it would be weird if a single person would get multiple Top 3 spots. But that's just my speculation, they don't have any official rules about multiple entries as far as I see it.
You could go around all that legal stuff with rewarding people with plane ticket, blizzcon ticket and spending money at blizzcon. And all sides would come out better from it...
"@Goa: If I recall correctly, it's because those countries or states have strict gambling/competition for monitory prizes laws that disallow or make it very difficult for their residents to participate in competitions like this. I know Desrow and Major have had difficulty playing in SC2 tournaments because of these laws. "

For question number two, the contest says "The submissions that will be made available for public judging will be those submissions that, in Sponsor’s sole opinion, are the best based on the following criteria: Accessibility, fun, engagement, creativity, freshness, visual quality, and technical achievement" if that helps any, but more to the point: final winners will be chosen by public vote, and I think that speaks a lot for what kind of qualities will matter.
For question number 3, due to global play anyone can post on any forum. Just log on to US with the game to make a character, and then you can post on US forums. It would still be nice if they made an alternative place to post on EU, though.
This is really cool, hope I am able to aid some fellow mappers in their creations, or even push one of mine to completion. Maybe Bratzo will finally finish up War Pigs, or Starmon may finally be completed :)
Also, currently the rock the cabinet contest has a spelling error at the end saying "When are you are ready to submit your game, click on the buttom below."
Edit: I am curious how they will handle a situation if someone steals or takes another person's mostly completed map and claims it as their own... (ShadowCrisis in the "maps" section in sc2mapster for example, or say someone took one of Tya's old maps and built on top of that) It would be an interesting legal argument of who has the rights to claim "ownership" due to the fact that blizzard has the rights to anything made with their editor if I am not mistaken. (I do hope this does not happen)

Yeah, its a shame some countries are locked out but that happens for pretty much every contest Blizzard runs.

Can't answer question no1 for sure, but I looked over http://us.blizzard.com/en-us/community/contests/sc2-arcade/rules.html and I haven't been able to find anything about limiting the number of times you enter.

Russia isn't mentioned in the list of allowed participants. But it is present in the dropdown list of the submit form.
Russain part of bnet site has competition announcement, but it doesn't have a "Submit" button, and its rules links lead nowhere.
