Well, I'm grounded from SC2 until I finish my HW, so I didn't actually watch the video. I just find it a little surprising to assume someone would go through the trouble to use an actual application to cheat in a custom game.
It happens, especially in melee. Hackers get mass-banned by Blizzard every once in awhile.
I took a brief look at the replay, and although the player glanced a few places where he didn't have vision, those times seemed to be him simply ordering his hero to move there and frequently occurred when he had vision of structures from previous sightings. Overall, nothing seemed extremely suspicious about his behavior. If there are any particular instances that you noticed, we might be able to give you a more definitive conclusion.
