Has Blizzard said anything recently about changing the maplist system? Or atleast, do they know how terrible it's doing? I've seen the same maps up there since the release date, give or take a few.
Well, no offense, but... under what rock have you been living? There's been whirlwind-sized discussions and QQ literally on every site having to do with Blizzard about the popularity system being bad, how it should be changed, that they already said it will be changed and that there's a new system coming up.
I'm pretty sure that this is the troll 2011.

Blizzard knows theres problems, and is trying to fix it. In fact patch 1.3 will make it a lot better. Not great, but better. Personally I think it should be more like this:
Unlimited hosting. So no 10 MB limit and 10 maps etc.
WC3 style hosting. To play a game, do this:
Click 'Join Game'
There would be a few kinds of search types such as Tugs, TDs, Popular, Recently Played, Highly Rated etc.
You click a map name. It would expand to show each map variant you can play (Eg, 3v3, 5v5, Players vs Zerg, CTF, Deathmatch etc)
After clicking the map variant it would expand again to a WC3esque map selection system with around 10 random games of that type.
You join a game and wait for it to start.
After finishing a map, you can rate it out of 5, perhaps for things such as 'Map Polish', 'Playability', 'Fun' etc. Players can then search for maps with high ratings of these.
Hosting would be similar to now, only when allowing others to join your hosted map you can choose a name for it. It would also have a ready system.
Remove private uploads all together and instead allow local, private hosting (Invite only). Basically what SC1 and WC3 had, but invite only. This would make for easier map testing.
