Trouble is, will that be too late? My worry is not that it won't happen, just that it will happen when nobody cares about it and lots of people have given up map making.

Molsterr also raises a good point, most mappers I believe do it because they enjoy it. That probably isn't going to change, if they leave they'll probably be back.

What's more is just how long SC2's lifespan will be. We're almost a year in and Heart of the Swarm is still far from public view while Frozen Throne was just around the corner.
I don't really see what the problem is there. Why shouldn't the expansion be more than 1 year away? I doubt people will suddenly stop playing in that time. Sc2 is a very popular game, especially when it comes to eSports.
However if you are looking for a reason. Blizzard is stretched far to thin working on all these different projects. World of Warcraft Patching, Starcraft 2 Patching, Heart of the Swarm, Diablo 3, Titan, Battle.net 2.0 (fixing the popularity system, as well as adding features like social groups, and the marketplace), and likely the next WoW expansion.
what blizz meant to say is that the marketplace WOULD have helped, but now theyre working on HotS so theres less people/time to work on bnet. Had they tried to release it with WoL, they would have been done with everything in WoL by July and gotten all their guys to do the marketplace, which isn't possible now because of HotS being worked on and a lot of their people have to work on it instead.
I just hope they hurry up :) I know things will change for the pop sys, its just a matter of time... Lots and lots of time... But i seriously dont like that they are saying so little about it. I really think that the information we can gain about Blizzard from this announcement is that they have a problem with overextending. Every big problem that comes up with them always seems like it is caused by lack of staff. From a customer's point of view, they need to hire more people.
He [Frank Pearce] adds that Blizzard missed an opportunity to help grow the hub last year by releasing “Starcraft II” without a marketplace component, which would have allowed users to share self-made add-ons and modifications. It’s something he would still like to add, but with the teams tied up working on new titles, it’s not going to happen soon, he concedes.

As for a "new market", games have been fine without micropayments all this far. Buying small games-on-their-own or mods is all right, what it's killing the industry slowly is the high prices and the "we release half of the game, you pay later for what remains" philosophy. It's all fault of the non-geeks, that buy MW2 and are so happy about having a crappy game and buy purple cows.
Also, weren't they [Blizzard] so strict with their marketplace? a real marketplace should have something like "you can play this map for 30 min, then you pay" with users deciding on what to upload for selling. Map is shit? you had those 30 min. You want to keep playing? pay 1€. That's the way to go, imo. Implement some kind of "points" so you can buy them at a local store and then register them in your account for payments and that's all. I, for one, would be willing to spend 30€ on 30 different maps, and would probably spend money on maps.
I still don't think the marketplace is ready to be released, regardless of what Blizzard thinks would have been best. The map editor needs improvement, and the community still needs to make content worthy of pay.

Frank is saying it ain't worth it putting man hours into sc2, and that the market place would not have helped?
