Here is what you cannot have in your map:
Racial/Ethnic/National
Has any racial/ethnic connotations
Has any national connotations
Extreme Sexuality/Violence
Refers to extreme and/or violent sexual acts
Refers to extremely violent real life actions or events
Sexual Orientation
Refer to any aspect of sexual orientation pertaining to themselves, other players, or in-game characters
Obscene/Vulgar
Is an inappropriate reference to human anatomy or bodily functions
Is pornographic in nature
Harassing or Defamatory
Insultingly refer to other characters, players, Blizzard employees, or groups of people, be they in the game or external
Blizzard Employees
Customer support representatives or employees of Blizzard Entertainment (Both real names and aliases)
Inappropriate
Is a mildly inappropriate references to human anatomy or bodily functions
Is a reference to illegal drugs or activities
Has neutral or positive racial/ethnic/national connotations

It seems very restrict. So, I cannot create a Risk map because it "has neutral national connotations?" nor create a War map because "Refers to extremely violent real life actions or events?" Also, there cannot be a discussion between characters in a game because it is "Insultingly refer to other characters."
They might ban every map that "is otherwise considered inappropriate for the game world." This basically includes everything since they determine what is the game world.
I just hope they are not planning to follow it rigorously, because killing people "Is a reference to illegal activities." That basically includes all maps.

Blizzard sent me an email with the list of bad words that caused Nexus Word Wars to be banned. Apparently, there was more offensive words on my dictionary, such as "jesus."

I truly dont see why they have this in place. They need to ban themselves first and close their accounts shit! They curse in the campaign people get split in half as the above post states, and people get melted into acid. It also goes on to state that we cannot have extremely violent actions in our maps....... So does that mean we can't publish melee maps cause last time i checked the entire goal of those maps was utter destruction of your opponent through ripping them limb from limb...... Get over it blizzard you cant censor our fucking lives....... I really wanted to make a Revenge of the Ni@@ers map too that was one of my favs in WC3 :(:(

A map can be banned for any of these reasons, but just because they have them doesn't mean they ARE banned. Blizzard deals with it in a case-by-case basis, and reserve the right to terminate any map if they deem it "offensive in nature".
Companies write these to cover all bases, they don't necessarily follow it strictly.
The penalties can be any of the following:
Be given a warning
Have the content changed or removed
Be temporarily suspended from the game
Be given a Final Warning; any further Terms of Use violations will result in permanent suspension
In extreme cases, the account will be closed outright
Hopefully they will set up a system were you'll be notified if your map is to offensive and allow you to change it, though. No second chance is a little harsh.
Not to mention the use of profanity throughout the campaign as well as constant alcohol and cigar abuse. Not that im complaining but this double standard needs some rethinking.
I for one support Blizzard. I dont want to see inappropriate crap maps for lulz ffs. Their rules are pretty standard, and atleast unlike other companies, they take an interest in the community and wont let the custom maps degrade into advertising maps/pornos/hate stuff.
