I imagine that at some point, they imported warcraft models so they could build a more complete prototype, and later on ended up giving they publicly. Maybe they didn't need the abilities because they just built new ones.

you guys need to realize that if they patching engine of starcraft 2, they didn't took the one from HotS. This games are intentionaly separated from each other.
From my understanding they had this well-polished and bug-free Heroes editor for a long time already, and sc2 on the other hand. When they transfered code chuncks the editor issues appeared which Blizzard is slowly dealing with now. I mean, i might be wrong ofcourse, but if Blizzard wanted that unified galaxy platform this two games already had like one client, that would have just different data dependencies based on whatever game you own.
Also, as Traysent warned about HotS recreation on sc2 engine, i mostly sure that Blizzard is not interested in basicaly any successful moba map for sc2, especialy with Heroes assets. And it's nothing wrong with that.
I can only imagine separate Arcade for HotS and SC2. Which is also most likely won't happen (i mean arcade for Heroes). Because the potential modders are basicaly a bunch of people from this site.
I think they will continue "their arcade project" allied commanders, and most surely developing and filling the arcade with a new ones (star jeweled, etc.) But as you see team 1 interested in promoting particularly strategy games/maps. This Allied Commanders could have been anything, for example hero units to aid your army, but Blizzard intentionaly avoided this and make it classic strategy mod without Moba bullshit. So you can impact the battlefield with global abilities "from above" instead.
Also i want to add in this section that it's very likely that Blizzard will launch Map Marketplace to sell their own stuff. So if it will happen anytime, it will be after they decide to sell their own maps&mods.
To make some predictions, i think Blizzard might move to gameifying (lol what did i just say O_O, is that even legal) their lore (short stories / long stories :D) in some mission series.

If there is no (arcade xpand) planned, its because they are putting everything for warcraft 4 editor. Its sure that is the next game that will follow the editor. I dont think heroes will get custom games. They might skip it and move on wc4.

it's a win win situation for everyone. also heroes players get bored of heroes, just as starcraft players get bored of starcraft. in heroes they have to use another game (could be a blizzard game but doesnt have to be) in starcraft they just check out the arcade. they will keep more ppl in the game with an arcade and we get more ppl which is motivation to stay and make more maps that again keep more ppl playing.

I'd rather have a map file that can link the player(s) directly to other maps, like in SC1 custom campaigns, instead of just a standard arcade screen. This way we could go crazy and make it look the way we want. I have suggested the arcade list of maps before but it isn't the best approach.

Solemnly, I think the ultimate way to make it happen, is to change the SC2 client to be a true platform.
Which by default only need you to download its core mod.
And you can choice to download any other extra mods like
And in the Arcade you can see maps from BOTH game.
And if you try to play games with mods you don't have, the client would ask you to download it frist.
That would truely make Galaxy Platform a platform
