Yes. The physics engine added for HotS is part of the client and the editor. Like I said, it's literally the same editor, there's only one. You should be able to recreate all of the HotS units abilities, although obviously you wouldn't have the models, sounds, or other assets. I don't know if this would be against the ToS, to be honest.
The Physics Engine in the client is disabled for people who don't have the HotS license though.
But you should still be able to set up all the Data that is required for your physics effects, and other people who might have the HotS license will be able to see it.
@zeldarules28: Go If you go all the way and remake the melee, even without models or sounds, it would be against the ToS. That's why Blizzard asked for the removal of the HoTS custom maps before the beta launched. They aren't really oppressive in these cases, but they don't like it either.
Now that I think about it, they didn't remove the maps that were re-published during beta, but then again those are far outdated by now and don't include the exact melee mechanics.
I have created a MOD-file in HoTS which has the Swarm Campaign dependencie. (In it is the WoL + HoTS campaign and normal data) I use this as a base to make my own custom melee MOD. I change some stats, units etc.
When I take a normal melee map and add my MOD-file as a dependecie to it, only parts of my data is there! Not all units that I added to the buildings shows up with the command cards. Command cards I have removed are still there!
This was never the case in WoL when I built a MOD on WoL campaign.

thanks for this thread. Havent used the map maker in about a year and had know idea how to put some of my old maps on HoTS until I read this.
