When some of my custom units are attacked, they do not move to attack their attacker. I am uncertain why. They have their movement speed set, they have the attack and move abilities, they are flagged as movable and turnable, they have their pathing set, anything I am missing?

Have you verified that units controlled by the same player do behave as expected?
Yes, I tried it with a Thor, and it moved like normal.
Is the Combat: Default Acquire Level on the unit set to Offensive?

Nope, it is being hit by the epilogue Kerrigan unit.
Also, before someone asks, the units do have their sight range correctly set.

Fixed it, seems the acceleration on them was kinda broken, not sure why.
