Sadly, a lot of people only play (or rather keep playing) because of the point/reward system or at least they care for it and get really upset when they lose their points. Mafia is an awesome game but it is also full of trolls and afkers that want to farm points.
Regarding that, what might people think of motw when Mafia is the first map? (I just point out negative sides, because the advantages should be obvious)
- They just want to play Mafia and suddenly, there is a dummy map redirecting them to another map. This means more work for the same game and at the beginning, longer waiting times till a game is full. If I was a person that just wanted to play a round of mafia or even any popular map I'd be pretty pissed to enter a dummy game (and depending on the time of the day even waiting in the lobby for quite some time). Even if it's in the description, most people won't read it after they played more than one or two games.
- They just see motw as a popular map and don't know anything about the project but want to try it. Then they see that Mafia is being used. This might make the impression of a stolen map or at least it wouldn't be anything new ("mafia? i already know that, meh").
- They get to motw through advertising for example in a forum. Those people also might just think "meh, mafia, i already know that" if they come specifically to get to know new maps that didn't make it through the popularity system before. They will know that another map will be uploaded in a week and wait for that till they play it again.
To your last point, people that use it because they do want to see this, we would simply have this information in the load screen/other places, they would know they need to at least play a little, for this to work.
Your points are all 100% valid...and theres actually ones I thought of. But the key is still more popularity in the end, than a game that currently has none. In the current system, every single extra person we get to play, is very needed help.

I do however disagree with the "people getting pissed" part. Because the game would just be a "dummy" game, it would be much smaller, and take a very small amount of time to load. Being Mafia, as people have said, filling the lobby would not be a problem at all. Once the game starts, and big red text flashed across the screen saying "Mafia is the first of many fun and exciting maps to be the Map of the Week! Search "Map of the Week" to find and play Mafia! Here is XXX points for your troubles."
Obviously something more professional, but you get the idea. It would be a problem still, but less of one, and totally worth it.

If worst comes to worst, I'd recommend the Mineralz exploit where you provide an incentive for players to sit afk in the map after the actual game is over. Just give them free points every hour up to whatever the maximum is, I think 9 hours.
It's a dirty tactic, but it works. And isn't the point of this project to beat the shitty system? Why else would we resort to promoting an already popular map?
I figure if we did this, we wouldn't even need to use Mafia. Just make sure the next map also has cosmetic rewards and the points carry over from the previous map. Call them "MotW Promotion Points" since you'd be helping promote MotW by boosting.

By taking Mafia down and rehosting it under a different name, then a week later repeating the same process, you're going to irritate a lot of people. It'll probably sour both Mafia and MotW.

alright back on track, we need to negotiate with the author of mafia on what he wants to do with this...
aside from that, we should take heed of sandtrout's loading screen/advertising idea
if you know any famous map authors, pm em and ask if they're willing to contribute
also we need to develop such a loading screen (not just the big uninformative MOTW logo)
if needed, i can work on this; just tell me and i'll get started, but it won't be the "best" loading screen possible

well most of that's true, but as for the trolls and afk'ers
i doubt anyone of that character would be patient enough to search and redirect to map of the week, let alone contribute
i do see the problem with the dummy lobby, but it will still fill up fast (thnks to it being mafia)
