If two players use the same xml/galaxy mods will it work online? I've tried loading a 2v2 player vs Starcrack 7.0 A.I, but you get a Desync game crash because the other player doesn't have a modified base.sc2data. I guess I'm really looking for other players to test mods with on battle.net.

yes, ive seen people use the same mod across custom games on bet just fine

Yes its completely possible. It cant be a ladder game, and both Players must have the exact same files.

In this case The other player probably didnt have the AI files (like you assumed) causing the crash

Ok, good. I don't really have any sort of cohesive map/game to test right now, but it gives me a reason to keep doing bad things to files.

You can add every game file inside the map. Custom mods won't be needed, it will be possible to do it directly with normal map files :)

yeah but for now you cant use map custom maps in battle net as Sixen was referring to =P
