I'd like to get an estimate on the cost to have a map modded for non-commercial purposes and what kind of privacy I should expect with this map modification. Basically I want maps altered to enhance training, but I'd rather not go into open detail on a forum.

Send me a private message with how much you are willing to pay, and a rough estimation of how extensive your mods will need to be. I can then reply to you with an estimation of the time it might take me to complete and we can take it from there.
As for 'privacy', in the sense of your map being unlocked by unscrupulous individuals, there is no fool-proof method. The unscrupulous are always one step ahead. There are some methods which can slow them down, above and beyond what services Battle.net Publishing already offers. In the sense of confidentiality, I would have no ambition to create your mod unless someone was paying me to do it, and, an idea is worth nothing without intellectual property rights, registered patents and finally, signed legal documents amongst all parties involved specifying the ownership thereof and the right to use the information garnered by your idea - such as a Non-Disclosure Agreement.
Honestly, pricing is completely dependent on the person who is willing to work for you. Honestly, Nardival seems to hit it spot on for the most part if you're willing to go to the extent of making this a serious project with serious legal consequences upon illegally altering a map. All you can do is just rely on the person's credibility. There are people who will charge per-hour and people who will charge per-project.
It's not guaranteed that the person knows 100% on what they're doing and that the person that charges more is better. The only thing the money does is increase the seriousness of a project and changes people's attitudes. Some of the best mappers in sc2 work for free in teams, you'd just have to get lucky.
Perhaps I wasn't clear enough. In terms of privacy I'm looking for an honest individual who will keep the project to himself. It would be foolhardy to attempt legal binding action on a project so small. The costs of the legal fees would likely outweigh the project.

I have no concern over legality....... you pay for alterations, I give you the maps, they are yours to do with as you please.

You can download standard legally binding non-disclosure agreements for free online.
Otherwise, get to know the person, make sure they arnt an asshole.
