It's more of an UI viewer at the moment, you can't edit a thing...

Yes, you cant modify the SC2 UI code and I dont think they will ever allow it....
But you can add new code! Right click add layout and than add frame and than you add your code just like you did before 1.5 in your layout file.
Also if you already added UI layout file in the data editor, than you can modify that too. (that seems bugy as it not always show up there...)
It's as "operational" as the old cinematic editor (the one under map->cinematics). Yes, you could use it to create cinematics, but nobody ever did because triggers were better.
Modifying the standard SC2 UI is the only reason why people even bother with layout files (making the command panel into a single line, moving the minimap, etc). Making new frames is (was?) pointless, since they can't interact with triggers.
So what is the best way to do this at the moment, modifying the default UI? Still just saving .SC2Layout files directly to the MPQ or can the UI editor actually be used for anything? I have failed to make it work so far or seen anyone actually get it working
Using the UI editor works but it does crash every now and then i notice that if you try and test your map without commiting your xml changes it may crash also sometimes if you dont write the xml right and then hit commit it will crash can be a pane.
but it very much works.
You have to first add a layout file and call it what ever.
then in the layout file you need to add a new frame.
By default once the new layouts are added they will be implemented on the next run of map
Also the XML is based off of Helrals UI_test_1_5 Map

I have no idea how to get it to work now, I can see how to make new frames and what not. But how do you get the game to incorporate them?
Any other ideas on usage or new capabilities that has come with this?

Even doing what Hookah is talking about, once you add a new layout how do you incorporate that into the game at all?
It doesn't seem to alter anything or add the new frames onto the current UI. I also don't see any ability to override through this method.
I think u need to go to Game UI Data in the Data Editor and add the new layout in the "Custom Layouts".
