I see a solution that is a bit more complicated but this should work better for you. You could have a trigger that fires everytime a unit dies in the region like :
Event unit dies
Condition position of unit is in region
Action you could modify a global variable +1
After that you could make another trigger who resets the variable every like 2 seconds and before resetting it, you could keep the value into another variable to make an average, for example.

Any solutions? Setting Dead Allowed, and Hidden Allowed in the filter still doesn't work.

is the death time set to -1 or at least 3 seconds of all units that shall be counted?
-1 if that means throughout the game. The trigger just fires every 3 seconds to check.
edit: Oh, you mean in the data editor. No. So I guess that's the case then. For dead units to be counted, the said unit type must have death time set.
