I don't know if there's a range attribute to the Build command, but what about doing this wc3 style, and make an invisible unit with very high movespeed and the abilities to do this for you?

I'm looking for a method to issue an order to structure to start the creation of another structure. How can I do it?

You can use an issue order targeting point (Build ability) a location in reach that is valid for building.

I mean a structure that has a building ability like the scv - building ability, that can place structures (like a scv) without moving itself.
