Seems really cluttered, the incomplete text doesn't help either. If I jumped in a game with a screen like that, I would be a little overwhelmed. It would look much cleaner if you could cut that up into more tabs with bigger images with a little more space between. Maybe categorize them by types? Speed, Power, Transport, Bomber, Anti-Air, All-Around whatever your ships do, lol.
Yes, it's a little bit cluttered. You should never have button text over a button image, it looks terrible.
You could definitely make a better use of space if you wanted. List boxes are a nice option, but they do suffer in the looks department. You could put a list box on the left, and when users select the ship they get details on the right. If you're willing to do more, you could add tabs to catagorize your list box.

It definitely looks much better, but you still can't have text on the buttons underneath an image like that. It's not readable and it's very ugly.
Are your ships different gameplay-wise, or are they purely cosmetic (for looks only). If they do have a gameplay difference, I would recommend you try something more like my original idea. If you want to keep the buttons, then you need to get rid of that text behind the icons.

Somehow it reminds me of the periodic table of elements and gives me an idea for a map.

How does this look? The partial text is my notepad system to tell me which units need actor adjustment.

I use the text to make notes of which ships need actor changes. So far, the different ships are just for aesthetics.
