I believe there is an action to disable a specific sound channel, which may be your haven. As for the second question you would need to order a unit to attack a point, or a location of a unit with Issue order to unit. If you cannot figure that out i can post a script sample.
I tried every way that I could think of, stop sound, stop soundtrack etc... all wouldnt work...
