You could try searching the nearby area and seeing how many scv's are using the repair ability. I'm not exactly sure if theres an action to check the current order of a unit, but that would be one way to do it. Another way would be to change the repair ability to put a behavior on the thing being repaired and max the stack count of it to 2. Then you could also tell the triggers to make the 3rd and so on units go away because theyre not needed. This second way is probably the more realistic method.

You could put the repairing unit into a unit group and then if there is <2 units then issue order to another unit outside of that unit group to repair.
