I believe I encountered the same bug a while ago while working 3D space ship map. The yaw wouldn't update for small changes in yaw but it wasn't that big of a deal for me. Perhaps it was designed that way because getting a players yaw causes network traffic for all players and if a player moved their mouse/yaw like crazy you could have over 360 or more event to deal with in a second.
I have the same issue in Hive Keeper with the possession spell (first person view)
Even if you do small mouse changes the unit keeps going in the same direction, seems that the yaw is updated after 15° or something.
I tought It was something done to reduce the lag :O

It was working correctly before the HOTS patch.
Well, for me it works just fine. I start at yaw 90.0 and can reach every yaw within 45.0 and 134.82 degrees (cf attached screenshot).
So either I don't understand the problem at all or it has something to do with you being in America and me being in Europe.

then when it finally gets to 29, it'll show 29.02 29.02 29.02
EDIT: The only difference from our code is that I don't have it output to debug, but to chat text message itself.
I have also tested printing it with "Text Message" - with the same result (would have been veery strange otherwise).
I really can't explain this ... I have attached my map so that you can test mine (it really shouldn't make any difference, but just to make sure ...).

I added liberty multi then removed it and all was fine.
it doesn't make sense :|
is the mod import really the cause?

Data editor => Game UI Data => Default SC2 UI Settings => (Basic) UI: Camera Event Threshold Yaw
change the value from 15 to 1
