When creating a dialog item: progress bar, is it possible to apply a non-default color to the bar? (Color dialog item only colors the bar's outline, not the bar itself)
I'm not sure you can, it was like that during beta or so, so much things changed.
You could always make a dialog image and scale its size by percentage to replicate progress bar

to confirm what programmer said you can't change the color of the actual bar. Its set up by race
terrain is a light green, zerg is an orange, and protoss is a blue. unforuntatly we have no controll of the actual color of it.
Programmers idea of a dialog image and scaling its width not the size would work nicely though
