In my game I plan to use Dialogs to morph change or upgrade abilities. Exactly how it's done in Heroes of the storm.
Am I able to use triggers to add or remove effects or edit one of the values for an effect or ability. Such as an abilities cast range or its ammo unit.
Would I be able to create a brand new ability and link that with the command card button if a specific upgrade/morph is picked.
What is the most effective I could accomplish 'ability morphing through dialogs?
Stuff that is just simple number changes like the range of an ability is easy, just use a catalog function. But if you're doing stuff that's substantially different then you may want to make two abilities and show/hide them in triggers based on the player's decisions.
It is impossible to create and add abilities to a unit using triggers, what you can do is modify the effects that and ability usesand have a bunch of dummy abilities on a unit instead.
What heroes does is it's actually rearranged to UI so instead of clicking a dialog you are actually clicking an ability. Also with LOTV there are new ability buttons coming out that allow you to link an ability to them and use it.
Ok one more question. If I show/hide abilities on the command card. Could I rearrange their position so that the new ability is used in the old ability slot?
My game will be released with Lots so waiting for an easier was to do it is not an option.
I imagine you could probably put all the buttons in all the slots though, and then show/hide them. Though I've never actually tried that sort of thing. Maybe it would just lead to problems.
are you using the inventory? if not you can make a 5x3 always open inventory where the command card is and freely move your items around there + adding any ability you want at any time.
Is that what you are trying to create? If so, I do it through triggers, upgrades, and dummy abilities. This allows me to overcome the cap of 32 abilities per unit, and allows me to have any of those abilities in any slot; if i were to set it so.

Still alive and kicking, just busy.
My guide to the trigger editor (still a work in progress)

No, you cannot rearrange command card positions for abilities.
What you could do is move the button with the ability on it around though.
