All banks are stored locally, they are never on bnet.
When a custom map uses banks, you can read information from all players and do what you want with it, including sharing it with other players (But they obviously have to be in the same game). I'm not sure what you want to do, so I can't really say more than this...
Who knows, they may. But there are no plans to do so, at least as far as I know. What you can do is spread info through banks like a virus. This lets you do things like global leader boards, but won't allow you to communicate across games happening at the same time or anything like that. You could also create a 3rd party program that sucks out bank info, uploads it to a web server, and inputs bank data to players.... Sort of like gloop with sotis. But that's incredibly complicated and very hard to do.

Nope. They are afraid to run out of storage space in age of terabytes with their silly 8kb banks.
