I wanted to get queens to use creep tumour on non-creep landscape, but i can't seem to figure out how. any help would be appreciated.

Try removing the Pathing - Pathing Footprint - Placement of the Creep Tumor unit. Or set it to regular 1x1.
also take off the "zerg building off creep" behavior or it will eventually kill itself.
