I have been searching for almost 2 hours in the damn data editor on how to make a unit glow. ie. if you've ever played storm of the imperial sanctum u know what im getting at. the hunterkiller Hero does not look like that standardly. but lets say i had diablo and i wanted him to look like he was burning blue instead?

There are a few ways to make a unit "glow":
In the Data Editor under Actors, on the right side find the Events - Events + field and edit it... Create a New Event, have the Msg Type be Unit Birth, and the Source Name be the unit you're editing. Under the Actions change the Msg Type to either Glow Start (which makes a unit pulse slowly) or Set Tint Color and play around with the settings. (Halo Start also adds a bit of a different "glow" effect)
For Doodads, you can simply double click and choose "Custom Color" and play around with the HDR multiplier
Finally, editing the model is the most comprehensive way to make a unit glow... which, for your Diablo character sounds like what you'd need to do. Changing the glow effects in the Data Editor changes the color of the whole model, not just the bits you'd like to change.
I would like to add that the Halo Start message gives an "aura" as well but I think this may only be for the owner of the unit? <- not sure about that part
another option is attaching the doodad "omni light [color]" to a unit via data or triggers. Triggers is the only way you can really do it to match player color and you can emulate any player's color readily enough (red + white = pink, ect...)

The first two things you suggested won't be visible with people running on the lowest shader settings, by the way.

Actually I think omni lights stop showing when the user had low graphics settings as well?

That is the Halo Start, but it is not visible with all qualities... you can't do that.
