You can do this by making a Behavior that modifies the units ground Plane to 0 and then applying the behavior to the unit through a trigger.
Or if you want the effect to be global then change the unit's radius and inner radius to 0.

You can change that unit's Push Priority (increase it). I think that's what you want anyway. It's under the movement tab for the unit.

Or you could disable the units pathing (through various means).
set the separation radius to 0 and set mover to burrowed that worked for me then units can pass through it if that is what u want
