What I'd like to do is change an actor's model to a doodad but the problem is I don't see how I can force it to a specific variation instead of a randomly selected one.
I assume you set the property "Model" under your actors art tab to the original doodad model? If that's the case, I'd suggest to add a new model based on your units Model and change the property "Model" under your new model to the desired .m3 file. Then you could set "Model" under your actor to the new model.
Basically he's saying create a new model. The way doodad variations work (if you ever look through all the models, you'll see this) is that there's a big folder which contains ALL of a model's given variations.
What you want to do is create a new model setting the file to your specific desired variation's model and then use that model with an actor.
I've accomplished this, I just looked at the Barrel in the data editor to figure it out. Helped me ^.^
EDIT: to forcibly have it to one.. just select the doodad and change it?
You sir are a god for explaining these things to my dumb ass. You ever want a map textured? I'm pretty good at it and i'll make it look real snazzy for you real fast like.

Could you post a few screenshots on how you would do this? I have been wondering myself.

There's a trigger called Set Unit Model Variation, but that might not affect doodads.
What you'll probably want to do is set the doodad model to a single variation and pick the specific model rather than the general model.
