I'm not sure how you would do it, but I imagine you might be able to modify the archon merging, with custom animations. Since, as far as I know, the merge only works with two units, you'd probably need separate units for each individual step.
I suspect Terratron is just a custom model made of already existing models. The "buildings merge" thing is probably just an animation of that same model.
Once it's included in the files, you'd need to put some buildings in the same exact places as Terratron's animation has them, and play.
Of course, this is just an assumption. Blizzard could have used some weird mechanic that makes merging units float like that... but I don't think so.
Also, Teratron doesn't seem to have "walk" animation, so I don't think it will be playable at all (unless they give him more animations).

Blizzard said it would be in the map editor, but they didn't mention in what form (character/unit/doodad). I'm really disappointed with this, as they knew damn well they expected us to find a working usable terratron unit and they didn't deliver.
I believe it is possible to make one using attachments as there are several attachment based events for actors and a load of site operators. The one trouble stopping people from creating composite units is getting attachments to rotate or turn without triggers. As for the unit of the terratron in the editor, it was designed for the lost viking minigame so was not meant to be selectable.

It is definitely a new model. The sawblade is not part of any existing building. :)
