I'm unsure if you can actaully make the entire game run faster than the fastest setting.
You can make it run at max speed by using a simple trigger. Open the trigger editor (hotkey is F6). There will be a default trigger already there. Just select that, and in the window where you see a bunch of actions, right click and choose "New Action". Then pick "set game speed" and hit okay. Then you can change the value of that action to "faster". This will automatically set your game speed to the fastest setting.

Did Blizzard allow and fix the "speed #" console/chat command with # being a speed factor (1=normal, 1.4=faster)?
It was buggy and failed to speed up the vital addition rate of construction abilities when used on battle.net, I believe. I reported that problem, but I didn't check it in the meantime.
Yes the global time scale number is a multiplier for the rate time passes. 0.5 time scale means that time pass at half the rate.
The time scale stuff unfortunately has some bugs. Use at your own risk =)

Haha I was just messing with this last night. It is posible to speed up each unit's time scale, but that comes with a few limitations:
So, If there was a way to change the global time scale, everything would be good.

There is a trigger called set global time scale that may be what you are looking for.
