I heard that linked cooldown has something to do with that, but it still doesnt work. To be honest, i have no clue how to fix this, the archon that should be atacking with 7 different weapons uses only 1. He uses sometimes a different one, but never any others at the same time :(
I think what he might be trying to accomplish, along with myself actually (It's probably just me but I find this data editor a bit less intuitive then it could be), is to have something along the lines of.. for example, the battlecruiser. Have both weapons fire at the same time. Perhaps even towards different targets.
So instead of having it just shoot one weapon at a target, just leave it in an area with ground targets and air targets, and each weapon will fire individually, at the exact same time. So that it will be shooting at the ground targets, and the air targets.
Is this possible to achieve? I'm not having much luck trying to make it happen :(.

You can do it with a single weapon, just by adding a Search effect that launches the second effect. If the weapon targets ground and the search effect targets air, they will hit two different targets.
I am trying to do something similar by giving a Thor unit multiple weapons with no linked cooldowns. The problem with having a search effect that does multiple different kinds of effects is that each effect is no longer considered an attack, so the actor does not play any attack animations.
Using multiple weapons the Unit will sometimes fire more than one weapon at a time (like firing at a ground and air target) but it is sporadic at best. I actually only care about the main attack animation, so I have experimented with trying to make the other weapons passive abilities or behaviors, but this does not seem to work either. An area search as a behavior seems unable to target enemy units, and I have no idea how to make an area search into a passive ability.
Well I dont know if its a jumping point but it might be, in my ion cannon wars map the hero has two weapon equipment slots, they are two diffrent weapons really and he does fire both of them at the same time, none of this cool-down stuff or anything. The weapons really are identical expect there diffrent ID names and the like. My ion cannon wars map here on sc2mapster has that in it, so if you want to dig through that and take a look by all means. Any questions let me know and i'll try to anwser them best I can while i'm not half asleep like I am now heh. So yes its possible it can be done and i've done it. Even though there 'items' all they do is equip or unequip weapon types dependent on if the hero has said item. So logicaly there should be little to know diffrence if they were not items.

There are 2 necessary things to make multiple weapons fire at the same time
Backswing = delay between 2 attacks (even without cd)
Linked Cooldown = shared periods
Period = 1/Shootfrequency

that lets multiple weapons alternate fire, but how do you get them to fire simultaneously without a search?
yeah! I tried it with the archon, and it still didnt work. I gave up on it, but since you brought this up again, i would like to see the resolution^^

Without a search of what? SearchEffect ? this also works without search effects
so please be more precise with what you want to achieve
There's no reason that multiple weapons should need to fire simultaneously. Just make one weapon that has multiple effects.

Another use of two attacks would be giving the carrier an attack it shoots 'while' launching interceptors (as they are considered a weapon.)

I want my tank to fire interceptors while shooting, but not stop shooting just because there are no interceptors left...
