You can build them, if you do create the code for it Let other units spawn them on effects/behaviors maybe more is possible but that's what comes up to my mind atm
You can use AITrain() to order the AI to create an unit. You also have the possibility to make a unit spawn using abilities or when the unit dies.
You could try a combination of a custom ability to create a unit along with a trigger for ordering the spell to be cast.
You can do what vjeux said too, you can edit the time for a unit to be 1, so AITrain() is essentially creating a unit.
Can you give some AITrain() example usage?

This is a working version and everything might not be working as intended. Just see if the units are being created from the enemy building.
