Some errors are the result of using blocked words. Such words are pretty arbitrary and chosen by Blizzard to try and stop people making controversial, offensive or illegal maps. If your map is subject to such blocking your best bet it to use proper English skills and change the violating words or concepts to be more suitable for their policies. An example used was changing narcotics (illegal drugs) to "energy" in the case of street empires.
Other errors can be the result of incorrectly setup map attributes or varieties. In which case you will need to mess around with them until they are valid. A good idea is to go back to basic "will work" settings for them and then slowly change them to what you desire. When it stops working and starts throwing an error then you know what you did to make them invalid and can try to work around that.
Another error can be thrown as a result of too much traffic at the publishing server. Specifically US BattleNet 2.0 has been under a lot of traffic this weekend which affects their map servers before it affects play. Specifically they share WoW servers to some extent so if WoW is heavily played (eg an event, or holiday) it will affect your map upload service quality before map play is affected. In this case wait 15-30 minutes and try again (do not keep retrying as it will not help the cause).
If you get a file permission error then try saving and uploading the map from a different folder. For example drop box folders will throw this error due to the drop box synchronization service. By using your desktop to save and upload this error will not occur.
There are other errors but those are all I can think of off the top of my head.
