I found a problem that the "Modify Unit" effect when moving from map to user modification stops changing ability charges. However, the reduction in recovery time continues to work, which is strange. When creating a new map with the specified modification, the effect also continues to work incorrectly.

ModeratorsMap to user modification? what do you mean by that?
Check your ability charge links since those will have been changed when moving the stuff to the mod.

I turn SC2Map and SC2Mod into SC2Components, then i CTRL-X GameData from SC2Map and CTRL-V into SC2Mod
All links are works correctly. As i said changing cooldowns works fine but changing charges- nope.
